A Study on the Recognition to the Elderly Long-term Care System

Abstract

This paper aims to explain the welfare paradox caused in the development of the elderly long-term care system, and tries to suggest some solutions based on social workers` perspective. The elderly long-term care system enables Korean welfare level to be upgraded, which is recognized as milestone for the further development for the elderly. However, behind the scene, another negative aspects have been revealed. That is, the implementation of the elderly long-term care system has made another loophole in the elderly care system, which is called the welfare paradox in the elderly long-term care system. In order to solve the welfare paradox, this paper suggests some kinds of service related to elderly care should be considered from the viewpoint of care continuity, and suggests the introduction of care management system as well. The change in the elderly long-term care system is necessary because the beneficiaries have not been satisfied even though the expenditure to welfare sector increases, which is the contradictory situation in Korean welfare.
